- House Bill 2202 - Legislation that would prevent the sale of property during a tax auction of a home unless it reaches 80% of the value of a home.
- House Bill 2064 - An Act requiring school districts to provide annual notice relating to certain pension and other post-employment benefit obligations; and providing for property disclosure statement and for duty of State Real Estate Commission.
- House Bill 76 - A plan to eliminate the School Property by increasing the PIT to 4.95 and the SUT by 1% while expanding some items currently exempt from SUT

- House Bill 1213 - establishes that a taxing district may not appeal the assessment of property based on purchase or sale of the property

What Is PAPRA?
PAPRA stands for Pennsylvania Property Rights Association. Working with a team of unpaid consultants, Pennsylvania Property Rights Association has been formed to bring you information about legislation that affects your constitutionally protected rights of Property.
Just what does the Constitution say about your property?
Article 1 (The Declaration of Rights) says:
Section 1. Inherent rights of mankind.
All men are born equally free and independent, and have certain inherent and indefeasible rights, among which are those of enjoying and defending life and liberty, of acquiring, possessing and protecting property and reputation, and of pursuing their own happiness.
Section 8. Security from searches and seizures.
The people shall be secure in their persons, houses, papers and possessions from unreasonable searches and seizures, and no warrant to search any place or to seize any person or things shall issue without describing them as nearly as may be, nor without probable cause, supported by oath or affirmation subscribed to by the affiant.
Section 10. Initiation of criminal proceedings; twice in jeopardy; eminent domain.
Except as hereinafter provided no person shall, for any indictable offense, be proceeded against criminally by information, except in cases arising in the land or naval forces, or in the militia, when in actual service, in time of war or public danger, or by leave of the court for oppression or misdemeanor in office. Each of the several courts of common pleas may, with the approval of the Supreme Court, provide for the initiation of criminal proceedings therein by information filed in the manner provided by law. No person shall, for the same offense, be twice put in jeopardy of life or limb; nor shall private property be taken or applied to public use, without authority of law and without just compensation being first made or secured.
There are other sections of our Commonwealth Constitution that deals with your rights to property but we'll focus on these because, through the property tax, these Constitutional protections are routinely violated.
The Pennsylvania Property Rights Association is here to bring you information about legislation that either promotes the protection of your rights to property or chooses to continue to violate those rights.
Our unpaid volunteer consultants have spent countless hours of research into the subject of property rights that spans from the founders of our Constitution to statistical data that demonstrates why the Property Tax, as we now see it, has become an egregious and unjust method of taxation in the funding of government.
In 1795, a Supreme Court Justice described an act by the Pennsylvania legislature in this manner:
" The proprietor stands afar off, a solitary and unprotected member of the community, and is stripped of his property, without his consent, without a hearing, without notice, the value of that property judged upon without his participation, or the intervention of a jury, and the equivalent therefor in lands ascertained in the same way. If this be the legislation of a republican government, in which the preservation of property is made sacred by the constitution, I ask, wherein it differs from the mandate of an Asiatic prince? Omnipotence in legislation is despotism. According to this doctrine, we have nothing that we can call our own, or are sure of for a moment; we are all tenants at will, and hold our landed property at the mere pleasure of the legislature. Wretched situation, precarious tenure! And yet we boast of property and its security, of laws, of courts, of constitutions, and call ourselves free! In short, gentlemen, the confirming act is void; it never had constitutional existence; it is a dead letter, and of no more virtue or avail, than if it never had been made."
We believe that this is exactly what the property tax has become and were Justice Patterson alive today, he would say the same thing.
It all comes down to this simple fact: When it comes to our homes, we either have a right to property or we become the property of others.

Frank Ryan appeared on WHTM ABC27 for an brief interview segment with Dennis Owens on School Property Tax Elimination. We'll be returning to the program for a much longer segment when the new bill, HB13 is released. The program launched the debut of WHTM's new studio, which is quite impressive. Following the brief segment we had the opportunity to have a much longer discussion on the issue with Dennis Owens which contributed to a commitment to do a much longer segment for future broadcast.
